Deleting IE8 cookies - no effect?

so there's a forum site about a game called Air Rivals.. and my forum account has been banned for ever because of only 2 insults to others. first it was a warning then permanent ban. anyway so i thought to make myself another username but whatever i do the site still knows who i am and won't let me register. i tried deleting the cookies, all temporary internet files and the recorded passwords, i reconnected to change my IP address but it's in vain. when i get to the forum, i'm still logged on as my banned account and i can't do anything from that point. so how do i make the site forget who i am in order to register another username?

Per the Terms of Use

We cannot help you get around any administrative restrictions imposed on a school, work or other network not owned and operated by yourself. These restrictions can include (but are not limited to): website blocking/filtering, software installation, email retention, software configuration, network/internet usage, network configuration, forum or chat room restrictions, game server restrictions, or any other actions that are deemed "unauthorized" by the owners/administrators of the network in question.

What that means is that you were banned from that site for a reason. We can not help you get around that.
You need to take that up with the site administrator.

We can't help you evade the admin's ban. Try sending the admin a note of apology and ask for another chance. The admin has banned your IP address, so deleting cookies etc. is useless.
