Restart using last known safe configuration?

Anytime I start up my laptop i have to choose to startup in the last known safe configuration otherwise it doesnt start.

Once I finally startup I get the following error message on the screen:
RUNDLL Error loading C:\WINDOWS\ulogarorohugewu.dll
The specific module could not be found

Any help would be greatly appreciated!
