How do I enable or disable the registry editing in a user account in windows xp?

Try this: START > RUN, Type GPEDIT.MSC > USER CONFIGURATION > ADMINISTRATIVE TEMPLATES > SYSTEM, FIND PREVENT ACCESS TO REGISTRY EDITING TOOLS, RIGHT CLICK > PROPERTIES > CLICK ENABLE > OK, REBOOT
