When I play back downloaded videos like YouTube they are not a continuous series of images like a movie. It is like watching a movie & only seeing every 10th frame - a fast slide show of still images. Sometimes the video (such as it is) & the audio get out of sync. (The audio is almost always OK). The elapsed time display beneath the video screen is not continuous. It updates every few seconds. EG: 10 to 13 seconds.

I am running Windows XP & IE 6.0

If you have a broadband Internet connection you shouldn't be seeing any lag. My first suggestion would be to update IE to 8 and make sure your Adobe Flash is also updated. IE has some important security features you should be using anyway. Please let us know if doing the updating solves the problem with video.
