Itunes Uninstall Problems

I can not uninstall or reinstall itunes. Everytime I try to do so it gives me this warning: The feature you are trying to use is on a network resource that is unavailable. I have tried everything I know. Someone PLEASE HELP. :)

I have tried to use this feature. It does not allow me to. I have also tried to manually remove and reinstall, this does not allow me to remove either.
