have something odd in startup found thru msconfig-

is this something i should keep or remove from the start-up group?
this is the full pathname: %systemroot%\system32\dumprep 0 -u
i'm wondering what the file is for/does and if i need it... i think it may be related to my 2 external hard-drives or Avast! anti-virus??? or is it a bad thing to have?
