How to copy external hard drive fully to another

I' m trying to transfer files from one external hard drive to another. How come when I put my mouse over a certain folder it reveals a certain size, but when I click properties the size is much different (5gb different that is)? When I transfer i only get the same size when i put my mouse over the folder but when I click properties for both, they are different sizes. Are there hidden/secret files? if so, how do i copy them? in other words how do i copy one external hard drive fully to another?
