PCMCIA Slots Not Responding

I am using a CISCO Aironet 350 wireless card on a dell latitude 600, win 2000pro. It appears both slots are completely dead, I'm assuming it's a hardware problem, but I figured I'd post here just in case. I swapped the card out, put in a brand new NETGEAR card, and there is absolutely nothing happening. The device manager says the slots are working fine. Any ideas ?
