Obviously, if you're looking professional-quality software, you're going to need to buy a license for Adobe's products. If you're looking for a free alternative, you should check out GIMP. GIMP is a free, open-source alternative to Photoshop. It's available for multiple versions of the Windows operating system, as well as Mac OS X and the Linux kernal.

Another alternative is Paint.Net. The GUI is like Photoshop but there are less options.
