Windows mail - can receive but cannot send

My windows mail used to work fine. All of a sudden it does not send messages but it can still receive them. When sending out messages I get the following error:

An unknown error has occurred.

Subject 'hello'
Server Error: 503
Server Response: 503 5.5.2 Only one STARTTLS command can be issued per session
Server: 'icex.ic.ac.uk'
Windows Live Mail Error ID: 0x800CCC65
Protocol: SMTP
Port: 25
Secure(SSL): Yes

I have not changed my account in any way and the instructions on how to set up an account for my website are found on http://www3.imperial.../winmailsimap4/

This is really strange, it was literally that I sent a message and it was fine and 1 hour later I tried to send another message and it didn't work! and it hasn't worked since then.
