<_< After I shut down my computer= (by the way I have DSL), so wheather I have modem on or off makes no difference.= I hear a click, then on my screen pops up a little box that-at the top reads "information". Then below that it says input signal, & below that are colors white, red, green, & blue. Then quickly that goes off. Why is this happening? How do I fix it or don't I? Maybe it's nothing to worry about. I need to know. Thanks.

Your monitor is functioning correctly. <_< This is just how it behaves when there's no video input signal (as when your computer is shut down).
