Windows settings reset after a restart, and some are now stuck

So I restarted my computer today and randomly a lot of my settings reset and/or stopped functioning. Every item except 1 that was pinned to my start menu or taskbar were removed, and I can no longer pin more items to them. My default browser also gets changed every time I restart.

This only happens if I'm using the the User Account I'd been using before. If I make a new user account, everything works perfectly fine.

I tried using system restore and running a virus scan but neither of those helped.
