How to get my Intel PCIC compatible PCMCIA Controller to function prop

Under my device manager it is under the PCMCIA category. when i open the propertied up, under device status it says this device cannot start. (code 10). I tried updating, rolling back, n downloadin a chipset driver from dell to solve the problem but nothin seems to work. It says the driver i have is the best matched one. Any help please??????????
