added ethernet pci card now limited connectivity on connection

Hello,
I am new to the site and a college student going for information systems and computer science, with that being said I have background in computers and programming and networking, but not a lot fixing them other than that.

My problem is I have a computer running Vista and it is on a dsl connection, after a storm I had no connection, diagnosed and figured my ethernet port was bad (kept saying connect the wire blah blah) so I bought an ethernet pci card and put it in and it downloaded the drivers and was recognized but kept coming up limited connectivity, all other computers in the house connect just fine, but no matter what I try it continues to say this, I have restarted the modem and router several times and run the windows fix a number of times but yet still have limited connectivity and obviously with this it has no connection. Someone please help me out here maybe there is something I missed.
