Windows XP won't update

Whenever I log onto my computer, it informs me that Windows can't update and suggests I click on the little bubble.
I try to check for updates, but it says "Windows could not search for new updates" and it gives me the Error Code: 80070424.

Also, a second problem that I've tried to get resolved a few months ago but no one would help me with it. I'm on the internet constantly but sometimes my browser wont load any of the pages. The circle in the firefox tab will run and run and run but it will never open the page. This also happens on Internet Explorer, almost like the internet isn't connected. But, I can use MSN and AIM and speak with people on there so it's not my internet connection.

I usually have to restart for the problem and sometimes the computer won't restart using the windows command. So I have to take the battery out and then restart it that way.

I hope that I've told my problems in a way that is understandable and I hope that someone can help. Thank you.
