Programs close immediately, just any internet lags on closing. Everything else working fast.

However presuming IE8
Click Tools on right hand side menu bar
Click Manage Add -ons and try disabling any ad on you do not need.
If that does not work Try this. You may safely check all boxes but be careful as it will delete any saved passwords, not from Windows itself, but from any websites you have had IE remember, so make sure you know them.

Have just arrived back home after five days away.
How long since you deleted browsing history and cookies etc.

Have a look at the comment of the Moderator on this link in post 13.
Neither would I recommend CCCleaner, it has a part to play, but not on such a regular basis.
The cleaner I sent in Post 4 is acknowledged to be perfectly safe. It takes up very little disc space and DOES not in anyway later the registry.
My Advice is to use the inbuilt delete browsing history, set up as you wish in, under the Safety button on the IE8 bar and the ATF cleaner every few weeks or so.
Knowing you have used the Advanced System Care I would disable it, or preferably UNINSTALL it, do the same with CCcleaner and then Reset IE8 on the Tools, Advanced - reset.
