"Filename" is locked for editing

Not sure if this belongs to Office forum, or maybe on OS forum....

I have a user on my network (Domain on SBS-2003) who cannot open an Excel file. It says "Filename" is locked for editing by "username".

The problem is that that user does not have the file open. I have verified this by checking the processes running, and there is no Excel. I have also rebooted the "username" PC.

Further, I have checked on the server, under Computer Management > Opened Files, and file is not listed as open.

Not sure what else I can do? Any ideas?
