deleted program still blocking firewall

my mom installed this free firewall filtering/blocking program for my computer until i turned 18. It rendered any browser but firefox useless, it stopped any programs from updating or connecting to the internet. when she went to go remove it I was not home, she deleted the folder and emptied the recycle bin, instead of uninstalling it, thinking that by deleteing it it would just automatically be uninstalled. i would like to fixed with out having to reinstall my OS. right now even itunes being fixed would be nice, as i just got a replacement ipod that i have to register. here's what diognostics say.

yes i have tried going in through my Mcafee and firewall settings both have itunes listed as an exception. And i am most definitely an admin.

also any other advice on unblocking my other programs from updating would be amazing.

Re-install that firewall then uninstall it in the proper manner.
