I started having problems accessing Microsofts Update page to get my updates. When I would try to get my updates the page would just freeze in the loading stage. The only way I could close it was to use Ctrl+Alt+Delete. On top of having that problem my computer started having problems shutting down or restarting. It would get all the way to the Shutting down stage and just hang there. I am having to manually shut it down. I am running AVG and Malwarebytes and have performed full scans and came up with nothing. I decided to reformat my hard drive and do a fresh install and am again having the same problems. I am at a loss as to what to do and what could be causing these problems.

Professional x64 Edition
Version 2003
Service Pack 2
AMD Athlon™ 64 X2 Dual
Core Processor 3800+
2.01 GHz, 960 MB of RAM
AVG AntiVirus
Malwarebytes' AntiMalware

Sounds like a hardware problem if a full re-install did not fix it.
Start by testing the installed RAM using "Memtest" from here: http://hcidesign.com/memtest/

I ran the MemTest and it showed no errors. When I re-installed my OS it wasn't having the same problem until it started doing the updates, but it was installing so many updates that I am not sure if one of them did something because after a couple days it started doing it all over again.

Is the problem ONLY with updates and the shutting down.

Yes and it is not all the time. Maybe one time out of 15 I can get on to get my updates. On those rare occassions only 1/2 will downlad and install successfully and the other half fail.

Press Ctrl Alt and Delete this will open Task Manager. Click the performance tab and post how much ram is available pls when you then open IE and attempt to browse.
Then click the processes tab and then click the Mem tab, this will then show your memory usuage on an increasing scale.
Besides IE what is using memory pls on the higher amounts

Without internet explorer open the RAM is 473 after opening IE the RAM is 544.

One of your problems, although NOT necessarily this is that Windows XP 64 bit runs so much better with 2Gb of ram than the one Gb you have. 64bit will actually see more ram than 32 bit and the limit is really only the processor, you have a dual core processor and to take best advantage you really need
more ram, but in two sticks, to use the dual core.
HOWEVER that is really another matter for your later consideration.

Save as Jpeg image
DELETE using cut in your editor the personal info and key number

I did and it restarted just fine but I still was not able to get into Microsft updates. It said it could not display the page.

I went back to Normal Startup because I was not sure if I was supposed to stay in the Clean Boot state.

Pls now go to start click RUN
type "msconfig" without the colons of course.
Click the Startup tab and tell me what is listed there pls.
