Suggestions for creating interactive spreadsheets

My company is creating an online course and they want to include an interactive spreadsheet. It needs to do the following:

  • Have a series of drop down menus that are inter-dependent that control the data cells.
  • Change the values in the data cells and have the formula cells update
  • Update the graph accordingly

I'm considering three options and am looking for a bunch of opinions.
  • I believe there is a way to publish an excel spreadsheet so that it retains some interactivity, but have not done so
  • Recreate in Flash
  • Recreate in JavaScript

If this were your project, what would you do and why?
