itunes doesnt connect

I hope this is the right place for this post.

Please help. I have not been able to connect to Itunes since May 16. I've tried system restore and I get the same error message. I've tried everything I've seen posted in these forums, in itunes forums, and apple forums. I've contacted Apple and nothing. I've used different IP addresses and still cannot connect. The error message that appears says:

''Itunes could not connect to the Itunes store. The network connection timed out. Make sure your network settings are correct and your network connection is active, then try again.''

I've added itunes to the exception list on my firewall, and other protection software. I use AVG and Windows firewall and Malware bytes. My OS is Vista.

This is what I get when I run diagnostics:

Is there a reason that you are using a proxy server for your connection? Also, can you log in as an Administrator and try connecting again?
