Am thoroughly confused in learning Win 7 in that files seem to be duplicated so much. Right now have stumbled onto the 'Donna' file (which is my name and it appears to be a combination of recent documents and everything I explored on IE 8 plus some emails sent to me.

Want to know if I can safely delete these items and hope the ones I want like the 'download' items are in the regular download file?

Why are files everywhere and seemed to be repeated so much?

You probably mean the "Donna" folder, not file, which is at C:\Users\Donna

Don't delete anything in there except for files in the 'Downloads' folder if you no longer need them.

Leave everything else alone or you might end up breaking Windows.
