can you manually assign a 4 digit code to a special character ?

i am a big fan of stong passwords and as such i use forign language characters and other special symbols that dont even appear on standard american and european qwerty keyboards. as such many of these characters have a 4 digit code assigned to them that when you hold alt and enter it on the numberpad the character will be inserted when you release alt. some of the characters dont have a code assigned to them and in order to use them you have to go into the character map and copy paste them. i want to know if there is a way to manually remap one of the codes to a different symbol and or assign a unique unused code to a symbol that doesent have a set code.
