I was just looking at the page you forward me to and I have noticed a lot of that stuff is not up to date. Is just the building part of it good? Also how do I know if my PC is able to burn CDs or not? Since I got mine some years ago, and I am not sure if my fathers computer burns CDs.

In order to do what you want, "create a bootable CD", you will need a working CD burner.
To test it, in Windows Explorer (My Computer), drag and drop one or more files onto the CD drive. Windows Explorer should prompt you if you want to burn them to CD. (You'll need a blank CD of course).
