from certain sites and even within a site(e.g. YouTube.com). They say this feature is not availoable in your viewing area. I understand it is possible to change my IP so that it appears I'm in the U.S. Anyone know how to do this?

You generally can't change your IP. IP address are assigned to ISPs and registered to the ISPs country. You can try to use a Proxy site but a lot of place that filter the web will also filter known public proxies.
