XP shutdown instead of restart

Running a Toshiba laptop, Windows XP Pro, all updates applied.

When selecting restart (Start -> Turn off computer -> Restart), computer does the shutdown but does not come back up. Pressing the power button brings computer up. Shutdown and start up appear normal.

This (non-restarting) also occurs when an update requires restarting, and I have to press the power button to complete the process.

Any ideas?
