windows 3.11 program transfer

Dont laugh guys but my boss is still running 3.11 dos and he has no software back up on disc in fact the system is sooooo old!! basically i need your help, can a 3.11 full data transfer be possible?? 1 pc to another or shall i just persuade the tight git to buy a complete new system so he can run a modern stock control system???
