My Dad's friend just sold him a computer. At first it kept saying it needed a start up disk but now I log in to an account and it says "This application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem." I press ok and it takes me to a blank account with no start button or icons visible. How can I fix this?

We don't even know what Windows version it is.
Do you have Windows disk?

The hard drive says Compaq Presario? I don't know if that's the same as Windows but at the log in page it says Windows XP. And no I didn't get any disk.

WININET.dll is one of Windows system files, so I'm afraid, you'll have to get Windows CD in order to fix your issue.
Borrowed one will do.
Another option....
Since it's used computer, you probably don't care about any data on it.
If so, you can see, if the computer has recovery partition.
Start computer and at Compaq logo, press F10 key.
See, if anything will happen.

I tried pressing F10. The Compaq logo goes by too fast so even if I do press it it doesn't do anything. Thanks anyway though.

Another option is to call Compaq to get recovery CD. Normally, they'll send you one at shipping costs.
