PC hijacked by "Antivir Solution", can't do anything

My PC is has Windows XPpro and 2000 operating systems.
AMD Athlon 64 Processor 37, 3G Ram.

I've picked up some type of virus or trojan or other nasty stuff and now I cannot do anything on XP. The desktop is there, and then some program that has installed itself "Antivir Solution" starts a scan, telling me I've got all sorts of stuff infecting my computer and it can remove it all if I go to their site and buy their program. I cannot go to any other site. I cannot open the Task Manager. I cannot open the Control Panel. I cannot open the System Tools. I can't do anything.

I then booted up with Windows 2000 and am able to get on the internet to get to you guys. HELP! I downloaded and ran the recommended programs for malware while still on 2000, but it didn't change anything on XP. Whatever has taken over the computer won't let me run them on XP. What to do?
