It doesn't depend on the machine so much, more on whether the actual CD itself contains a boot image.
With earlier versions of Windows the CDs sometimes weren't bootable because they didn't need to be. You could install Windows without booting from the CD at all, unlike today.

In the case of a Windows 98SE CD, in my experience most are bootable but some are not. Only trying will tell.
Of course, you first need to check that "CD-ROM" is set as the 'first boot device' is the system's BIOS settings, otherwise a bootable CD won't boot anyway.

If the CD you have is not bootable, you can use it to make one that is like this:

Make sure you have the following:

A: Windows 98 Cab files or CD
B: Windows 98 Bootdisk (floppy) from http://www.bootdisk.com
C: CD Burner
D: Blank CD
E: CD Burner software (Nero is best for this)

Create the CD

1: Insert blank CD
2: Insert floppy boot disk
3: Open Nero
4: Tell it you are creating a 'CD-ROM (Boot)"
5: It will ask you to browse to the floppy for boot record, so do that.
6: Then drag all folders and files over from the 98SE CD and click "burn"

Choose slowest burn speed available to avoid write-errors.
The newly created CD is bootable.
