Advanced Sharing Settings Do Not Save

Hey everyone,

Every time I try to change and save the advanced sharing settings in the Network and Sharing Center (Windows 7 Home Premium x64), the settings immediately go back to what they were. In both home/work and public networks, the settings are the following:

Network Discovery: ON
File and Printer Sharing: ON
Public Folder Sharing: OFF
40/56-bit file encryption
Password Protected Sharing: OFF

Obviously, and especially for a public network, these are not the settings I want. When I make changes and select 'save changes', then immediately go back to 'change advanced settings' to confirm my changes, the settings are back in the original form. I've tried everything, including making sure the proper services (UPnP are Network Discovery) are running. This is a fresh Windows install- the only thing it has been in contact with has been this website and my USB key. Any thoughts? Other than this, the system seems to run fine- I just would like to know what's haunting my laptop. Thanks in advance! :)
