XP hangs during repair attempt

We have a "family" PC that began having problems about a week ago. It would boot but not bring the desktop up. I managed to fix it by booting to safemode and running restore. However, today it did the same thing and I was unable to boot to safemode. I tried an XP repair installation but it keeps hanging at the point where it offers the option of changing the default language and input device. I tired twice and it hung a the same place. I let it sit about 40 minutes and it would not move past that point. Hoping that I could at least now access safemode I rebooted and it started to bring up the safemode desktop then a dialogue box opened telling me to finish the repair installation. It looks like I'm totally stuck. Is there another alternative to totally wiping the drive and reinstalling clean?
