Cannot open any downloaded file

Everytime I open a file that I just downloaded, I always see the ASCII Filter Options window. All I see is a bunch of symbols and not anything I can read. It is happened to me before but now it happens to everything I download. I use Open Office primarily. I would greatly appreciate any input from anyone who can help me solve this problem. Thanks!
