For a Desktop PC, you usually have to purchase the CPU separately.

There are some ITX motherboards that have the CPU integrated with the motherboard. Newegg offers several. These work great for home theater applications, or simple web surfing and email. Last year I built a system for my young grandson based on the ASUS ITX-220 and I was pleasantly surprised at its performance.

The downside to these are expansion and upgrade capabilities - pretty much, there are none.

Usually an integrated processor is the cheapest one going which tends to mean it's absolutely useless for anything other than very basic internet surfcing. It usually means it's totally not upgradable either, and the boards that they connect to tend (but not always) to be pieces of junk.
