Local Policies to all users except administrators

Hi im running new 3 pcs on a domain. They all use XO Pro

Is there a way to apply local policies to all users except administrators?

I want to prevent non admin users from changing settings on the pc.

I know its probably possible using Active Directory but is it also possible to use Group Polciy editor without it affecting admin users too?

if you use GPEDIT locally on the machine it will apply to ALL users (admin included)

if you use active directory instead, and only apply your group policy to the groups/ou's that have the normal users (not the administrator/domain admin accounts) then the policy (assuming it's a user policy and not a computer policy) won't apply when the admin logs on.

which is the whole point of a domain. to be able to make these settings in a granular fashion
