False computer crash report

Hello,
Been here before and you guys did a wonderful job helping me the first time around.

New problem,

I am running:

Dell desktop
Windows Vista home Premium
Dimension DM061
32bit operating system
service pack 2

My problem is...
Whenever I reboot or start up the next day ,I get a fast blue screen with information that says I have recovered from a system crash..when all I am doing is rebooting or starting up..When it first happened it did some sort of check. Then it boots up normally and sends a report to Microsoft..but it does not give me any information so I am not able to give you much more than what I am telling you now.
Once it generates a report everything is fine.
Please any feed back given should be very descriptive because I am a newbie.

I found the dump files but I cannot open them to post here..I tried using wordpad and notepad still no luck.

Use the Full Editor and click the button that says "Click to Attach Files".

I have tried to click and drag the files and I also tried to copy them and nothing worked to move the files.
After I right click on files...These are my options below to move or alter these files.

Open with..

(1) All-zip self-extractor(exe)
(2)Add with Allzip
(3)Open with..Choose default...program...notepad....wordpad
(4)cut
(5)copy
(6)create short cut
(7)delete
(8)rename
(9)properties

You need to do this in the browser, not by right clicking the file...

I tried to use the uploader and I also tried doing it in the browser and I found out that the administrator lock is on the files I cannot not do anything with these files and i need instructions on how to go into the system to unlock or or change the administrator rights to gain some type of access to the files.

You shouldnt have a problem uploading those files, not associated with any particular account.

These are the steps I am taking to attempt transfer /upload the files
(1)Click on browse button to locate folder
(2)click on computer
(3)click on OS(C:)
(4)click Windows
(5)click on mini dump folder to attach files ....... (P.S.)folder is highlighted but not selected as folder to upload or send.....So I proceed to my step 6
(6)Click on mini dump file folder to attach
***folder is highlighted but does not transfer to attach file section
**so I attempt to double click on folder and folder opens up and I unsuccessfully try to attach each individual file and I get a reply that says
*******Contact the owner or an administrator to obtain files*********
Below is the only thing I could do with this file and I don't even know if they are in the folder to be viewed ..
So please tell me is their another way of doing this or am I doing something wrong
