Laptop wont boot windows/DVD drive question

Hello all,

I've been having major difficulties booting up windows. After the Dell splash screen disappears, I get a blank screen. Just black, not even a cursor. Safe mode doesn't start either.
I have the windows install disc, but the problem is, my laptop dvd drive is no longer functionl. I'd like to know, if I were to buy a new drive, would I be able to install it even without windows working. In other words, can I just push it in and expect it to work?

yep...kinda...you can't just push it in though...remove the old dvd drive then connect the new drive and windows will see it ans use it
