DVD-ROM not coming up in My Computer

I recently bought an easycap 2.0 and had all the wires set up. i inserted the disk into the DVD-ROM and went on My Computer. it did'nt come up. I tryed cd's & dvd's nothign worked so theres something wrong. how do i fix this?
