Unelected "work offline" setting

For no reason or action that I can account for - Upon attempting to access the internet via either of 2 browsers (Firefox or IE Explorer) I must now deselect "Work Offline" when I never had to do this in the past. 
How do I return the system to access the web WITHOUT having to deselect "Work Offline" before every internet. My PC has an AMD Athlon processor with 5m of RAM. OS is Windows 2000 Pro, SP4.
