computer can't turn on after Spybot reboot

I installed Spybot on my cousin's Dell computer which is running 2 XP Professional applications.(no one knows why or how). Anyway, Spybot found 399 problems. there were 116 it couldn't remove without a reboot. Tried to shut-down the computer using start-turn off computer. would not work. tried using the power button. left the room, came back the computer was off.Asked how she got it to turn off, she pull the power plug out then put it back in. The problem is now it won't come on at all. when the power button is pushed nothing happens. the monitor light works but no nothing from the tower.
Pls tell me you can help me get this working again.
