I want to type commands on a computer and transmit them through a USB port (wireless) to receivers in a toy. I know I would need a software program tailored to my requirements, but can the USB device incorporate multiple frequencies and let me chose which one to send from?

you're going to want an Xbee and probably a compatible microcontroller and shield (like an arduino)
