XP Restart on startup

I am running windows xp. My problem is when i start my computer it will restart itself. The only way i get around this is to restart windows and click on run with last settings that worked. Is there any way to fix this with out the windows Xp cd? For whatever reason when i bought my computer I wasn't given the Cd.
