How would I Restore my Laptop?

I've had this trouble for a while, I really need to restore my laptop to its factory settings, but everything I've tried so far doesn't work, or requires a password to the Admin account (which I've long-since forgotten)

I have an older toshiba laptop with windows XP on it, would anyone know how to reset it?
