keyboard not working

my keyboard driver is currupted somehow instead of seeing 1 driver in the device manager there is 2, and both have an error 38 (cannon load the driver for the hardware because a previous instance is still running)
i've tried restarting my computer with no success, i've also tried uninstalling and reinstalling the driver no success
i've also tried unplugging the keyboard and all usb devices (except the mouse) and uninstalling the driver then doing an "add hardware" when i do this it finds an hidkeyboard device and installs it as if i had the keyboard plugged in.
what can i do to correct this issue?

i'm running windows xp media center edition 32 bit service pack 3
and i have all the latest system updates to my knowledge (i did a system update before posting )
