I just created a new folder, if I rename it, move it, or even delete it. I get Item Not Found. If I click Try Again it works.

If you have used a registry hack to remove the libraries, a update puts part of it back or something anyway this is why it was causing it for me. Rerun it from here
http://www.mydigital...ows-7-explorer/ then restart and it fixed it for me.
