After running 'PC registry Cleaner' on my laptop with Win7professional I now cannot access windows explorer [returns a no association message] and some programs will not install.

And here is the proof in the pudding that Registry Cleaners do more damage than they solve.

You may be able to do a System Restore to before you ran this program. You'll find System Restore on the Start Menu -> Accessories -> System Tools.

You might try booting into the Safe Mode menu and selecting Last Best Known Configuration also.
