Antimalware Doctor Rogue

So I left my laptop to take a dump and when I came back, this program called Antimalware Doctor showed up telling me I have 16 infections. I tried to open up Malwarebytes, system restore, norton, internet explorer but this thing automatically closes everything. I was not able to open up any of the programs to get a scan. Any ideas on what I should do?? (I'm using a desktop currently)

I hard resetted my laptop a few times because it froze and now i cant get to my desktop. I tried safe mode and everything... help please
