USPS Site cannot connect with my Proxy server

After downloading the postal assist with USPS, I need to register it to use it. From reading articles on here, am I to assume that this means that i have malware or virus ?? I can download other sites. I cannot recall the one other thing that i was unable to download. My biggest challenge is that this not get worse and my online work will become compromised. Statements, forms, rx etc.

I have tried to do searches on my system to determine if a proxy can be located. Sorry to be so stupid. This is a very new one on me.

Thank you for all the help in the past and in advance for this one.

In Internet Explorer (IE), click Tools > Internet Options > the Connections tab > LAN settings button. Uncheck (deselect) "Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections).", then click OK, and OK once again. Restart IE and see if it works now.
