Can't Access Windows Explorer

I am having problems accessing any programs in windows explorer, such as computer & control panel. I can't even access the recycle bin on desktop. I get error that windows explorer has stopped working. I tried to do system restore, but I got error that system restore couldn't restore computer. I tried running malwarebytes and no corrupted files were found. I have Windows Vista Home Premium. I was able to access Windows Explorer in safe mode.
