Internet Connection Slow

I currently have Cox cable Internet, the package that I got promised 18 mbp with power boost to 20mbp, according to a connection test that I have done it tells me I am only getting 4 mbp, the modem and router are new and when I bought them I made sure that they were able to handle the speed of my internet, I have tried resetting router and modem and still same problem.
